Start recording export batch

POST 
/exports/batch

Starts recording exports for a batch of items, each with its own camera and time range. Optionally assigns them to a new or existing export case. When neither export_case_id nor new_case_name is provided, exports are added as uncategorized. Attaching to an existing case is admin-only.
